From now on, the deaf, deaf and deaf residents of the city of São Paulo will have more autonomy and will be able to enjoy the new Libras Interpretation Center (CIL). Launched this afternoon (22) by the City of São Paulo, through the Secretariat of Person with Disabilities and Reduced Mobility, the service will offer them a mediation in communication with any public services in the city of São Paulo.

According to the 2010 IBGE Census, the capital has 516 thousand people who declared themselves with some hearing impairment. Of these, 120,000 are completely deaf or have great difficulty hearing. Estimates also attest to the existence of 250 people with deafblindness, who have difficulties to hear, speak and see. For all this universe of people, mediation in communication is essential.

Installed in the headquarters of the Secretariat of the Person with Disabilities and Reduced Mobility in the center of the capital, CIL will act in three different ways. In the "face-to-face" option, the applicant should go to the exchange for an interpreter to assist him, for example, in a telephone call to a public agency. In the "in loco" mode, the user will make a prior appointment, requesting that a Libras interpreter or guide-interpreter (in the case of deafblind people) go to the public service in which he or she needs care - for example, a consultation in a health unit. He will then communicate in sign language with the interpreter, who will do the simultaneous translation to the establishment clerk and vice versa.

"We are fulfilling a historical claim of the deaf community that lives in São Paulo with the implementation of CIL and also one of the goals of management." The main barrier that people with hearing impairment face in their lives is communication barriers. just for us to break the barrier of the deaf community with the public services of our city, "said Marianne Pinotti, secretary of the Person with Disabilities and Reduced Mobility.

Since May, the "face-to-face" and "on-site" modalities work in a pilot project, already responsible for the care of 121 people. Starting this Tuesday, the service will be offered Monday through Friday (except holidays), always from 8am to 8pm. Requests and appointments can be made in person or by phone, email and whatsapp.

Soon, the plant will also provide virtual assistance, currently in final implementation process. Through it, anyone with a smartphone, tablet or computer with internet access can download an application and use Central's mediation to report a medical emergency, talk to a public service or even communicate directly through video with another person user of Pounds. In addition, totems will be installed in all subprefeituras for video or text access to CIL interpreters, who will mediate between local officials and the applicant.

The establishment of the plant is a partnership with the federal government, which provided the City Hall with a car for the "in loco" service, computers, printer and furniture. The Municipal Secretariat of the Person with Disabilities and Reduced Mobility is investing about R $ 6.9 million with equipment and contract with a company bidding for 24 months that provides 18 interpreters of Libras, three guides-interpreters, two deaf professionals, as well as technology and administrative staff.

After the launch of the Central, Mayor Haddad accompanied the presentation of the band Music of Silence, formed by children and young people with hearing impairment of the Municipal Education Network.

The mayor took advantage of the launch of the Libras Interpretation Center (CIL) to comment on a survey on Urban Mobility, released on Tuesday, World Car Free Day, Rede São São Paulo and the Federation of Commerce of Goods, Services and Tourism of the State of São Paulo (FecomercioSP). The survey heard 700 residents of the city of São Paulo aged 16 or older, between August 28 and September 5.

According to the survey conducted by Ibope, 90% of the interviewees are in favor of building lanes and bus lanes; 59% approve the construction and expansion of cycle lanes and cycle paths; 64% declared themselves in favor of the exclusive use of streets and avenues for leisure and pedestrian and cyclist circulation on Sundays and 43% were in favor of the reduction of maximum speed in the city's streets - all initiatives and public policies implemented by the City Hall in this management .
