The Ministry of Information Technologies and Communications (Mintic) and Davivienda Bank signed an alliance to offer accessible financial services and facilitate banking procedures for the population with visual and hearing disabilities. According to Mintic, "Davivienda becomes the first bank in Colombia that offers accessible channels for the attention of people with hearing and visual impairment", with the help of online interpreting (Siel) and the relay of calls, a service available in the country since 2001.

In the first phase of the signed memorandum of understanding, 600 bank offices nationwide "will provide face-to-face attention to this population", through technological tools.

In addition, people with visual disabilities can navigate the Daviplata mobile application, due to the adaptation of the software that reads the screen.

For the second phase in 2017, with the JAWS and MAGIC software, which is provided free of charge by the Ministry to the entire population with visual impairment, Davivienda will offer the possibility for blind people to carry out their banking transactions from the website.

The Relay Center, which recently launched its mobile application service, is a project of the Mintic and the National Federation of the Deaf of Colombia (Fenascol), which has been facilitating communication between people with hearing disabilities and listeners for 15 years. With disinterest of the representatives to the Chamber, the debate began that seeks to approve the General Budget of the Nation for 2017, reduced by $ 224.4 billion. In principle, attention was diverted to the Tax Reform project that the Finance Minister, Mauricio Cárdenas, hopes to file in the next few hours.

The Deputy Minister of Finance, María Ximena Cadena, explained that some $ 2 trillion of debt service was distributed in the investment sector.

The official said that of these resources about $ 434,000 million go to agricultural activities, social inclusion $ 782,000 million; Education was favored with $ 378,000 million for the school feeding program and Icetex credits. For Defense they appropriated $ 52,000 million, of this figure $ 10,000 million are for Defense and Police.

To maintain energy subsidies in the lowest income strata, the Government decided to direct $ 151,000 million, and $ 22,000 million were approved for the Ministry of Labor.

The plenary of the House of Representatives began the approval of the budget giving the usual 'desk' to a considerable number of articles, especially those that do not come with a proposal. As it happens in all the years, the congressmen protest that they were not including in the budgetary distribution.
